عصر اللاقطبية

أوضح رئيس المجلس الأميركي للعلاقات الخارجية ريتشارد هاس في مقالٍ نشره موقع فورين أفيرز هذا الشهر أن اللحظة القطبية الأحادية التي تتمتع بها الولايات المتحدة الأميركية انتهت، مؤكداً أنه سيتم العمل على إعادة تحديد العلاقات الدولية في القرن الحادي والعشرين بمنظورٍ غير قطبي.
أشار هاس في مقالته إلى أن القوة ستنتشر بدل أن يتم تركيزها، لافتاً إلى أن تأثير الدول الوطنية سينحدر، في الوقت الذي سيزيد في تأثير العوامل اللاوطنية.
وأكد هاس أن الخصائص الأساسية التي حددت طبيعة العلاقات الدولية في القرن الحادي والعشرين باتت تظهر حالة من انعدام القطبية، فالعالم لم يعد تهيمن عليه دولة أو دولتان أو حتى عدة دول، بل بات الأمر يرتكز إلى عشرات العوامل التي تمتلك وتمارس أنواعاً مختلفة من القوة، الأمر الذي يشكل تحولاً عما كان عليه الحال في الماضي.
ومن المعروف أن القرن العشرين بدأ بمجموعة متعددة من القوى الكبرى، إلا أنه بعد مضي قرابة خمسين عاماً، وعقب وقوع حربين عالميتين، ظهر نظامٌ ثنائي الأقطاب في العالم. ومع انتهاء الحرب الباردة وتفكك الاتحاد السوفييتي، فتح النظام الثنائي القطبية الباب ليحل محله نظام أحادي القطبية.
ولفت هاس إلى أن القوة أصبحت مبعثرة في الوقت الراهن، الأمر الذي أدى إلى طرح العديد من التساؤلات حول النظام اللاقطبي، من ضمنها كيفية اختلاف هذا النظام الجديد عن الصيغ الأخرى للنظام العالمي، إضافة إلى التساؤل حول كيفية ظهوره والسبب في ذلك، وما نتائجه المحتملة، وكيف يجب على الولايات المتحدة أن تتعامل مع هذا الأمر.

النظام العالمي الأحدث
وأوضح هاس أن العالم قد يبدو متعدد القطبية في الوقت الراهن، فالقوى الرئيسية –الصين، الاتحاد الأوروبي، والهند واليابان وروسيا والولايات المتحدة الأميركية- تحتوي على أكثر من نصف عدد سكان العالم وما يصل إلى 75 % من الناتج الإجمالي العالمي، إضافة إلى أن هذه القوى تنفق ما يصل إلى 80 % من تكاليف الإنفاق العسكري، إلا أنه أكد أن هذه الأرقام قد تكون خادعة، لافتاً إلى أن عالم اليوم يختلف عن الصورة التقليدية للنظام المتعدد القطبية، مع وجود مراكز قوى متعددة ليست قومية الطابع بالضرورة.
ووفقاً لما ذكره هاس، فإن أحدى الميزات الرئيسية للنظام الدولي المعاصر تتمثل في خسارة الدول القومية احتكارها للقوة، مع وجود المنظمات الإقليمية والعالمية والميليشيات، إضافة إلى مجموعة من المنظمات والشركات غير الحكومية، لافتاً إلى وجود العديد من القوى الإقليمية مثل البرازيل والأرجنتين وتشيلي والمكسيك وفنزويلا في أميركا اللاتينية، وجنوب إفريقيا ونيجيريا في إفريقيا، إضافة إلى مصر وإيران وإسرائيل والسعودية في الشرق الأوسط، علاوةً على باكستان في آسيا الجنوبية، وأستراليا وأندونيسيا وكوريا الجنوبية في شرق آسيا وأوقيانوسيا.
وأضاف هاس إلى قائمة مراكز القوى الجديدة عدداً من المنظمات، من ضمنها المنظمات الدولية (صندوق النقد الدولي، والأمم المتحدة، والبنك الدولي) وبعض المنظمات الإقليمية (الاتحاد الافريقي، وجامعة الدول العربية، وجمعية دول جنوب آسيا، والاتحاد الأوروبي، ومنظمة الدول الأميركية، الجمعية الآسيوية الجنوبية للتعاون الدولي)، إضافة إلى المنظمات الوظيفية (وكالة الطاقة الدولية، وأوبك، ومنظمة تعاون شنغهاي، ومنظمة الصحة العالمية).
ولم يستثن هاس الشركات العالمية الضخمة من القائمة، فأضاف إليها الشركات التي تسيطر على قطاعات الطاقة والمالية والصناعة، علاوةً على بعض الكيانات الإعلامية مثل الجزيرة والسي إن إن والبي بي سي، و«الميليشيات» المسلحة مثل حماس وحزب الله وجيش المهدي وطالبان، والأحزاب السياسية والمؤسسات الدينية والمنظمات الإرهابية (القاعدة)، مضيفاً مراكز احتكار المخدرات والمؤسسات غير الحكومية الخيرية، الأمر الذي جعل العالم يشهد وجود قوىً موزعة بشكلٍ أكبر، بأكثر مما عليه الحال مع القوى المركزة.
ورأى هاس أن الولايات المتحدة الأميركية ستبقى لفترةٍ طويلة نقطة تمركز القوة الأكبر، فهي تنفق أكثر من 500 بليون دولار سنوياً على الجيش – وأكثر من 700 بليون دولار أميركي في حال تم تضمين الحملتين على أفغانستان والعراق ضمن هذه الموازنة- موضحاً أن الناتج الإجمالي الأميركي يصل إلى 14 تريليون دولار، ما يجعل واشنطن أكبر اقتصادٍ على المستوى العالمي، يضاف إلى ذلك التطور الثقافي والتقني.
إلا أن حقيقة القوة الأميركية يجب ألا تخفي الهبوط النسبي لمركز الولايات المتحدة في العالم، حسبما ذكر هاس وخاصةً أن الهبوط النسبي في القوة يحمل في طياته انحداراً مؤكداً في التأثير والاستقلالية، الأمر الذي يدل عليه انخفاض حصة واشنطن من الواردات العالمية إلى أقل من 15 %.
وعلى الرغم من أن الناتج الإجمالي الأميركي يصل إلى أكثر من 25 % من الناتج الإجمالي العالمي، إلا أن هذه النسبة ستنخفض عبر الوقت، حسبما أكد هاس، مع الأخذ بعين الاعتبار التفاضل الفعلي والمتوقع بين نسبة نمو الولايات المتحدة وتلك الخاصة بعمالقة آسيا وغيرها من الدول، علماً أن عدداً كبيراً من هذه الدول تفوق نسبة نموه نسبة نمو واشنطن بمرتين أو بثلاث مرات.
وبالكاد يعد نمو الناتج الإجمالي، المؤشر الوحيد على انتقال الهيمنة الأميركية الاقتصادية، إذ يعتبر ارتفاع تمويلات الثروة السياسية في دولٍ مثل الصين، والكويت، وروسيا، والسعودية، والإمارات دليلاً آخر على هذا الانتقال، طبقاً لهاس، حيث سيطرت حكومات هذه الدول على كميات كبيرة من الثروة، جاء معظمها من صادرات النفط والغاز، لتصل إلى 3 تريليونات دولار أميركي، علماً أن الثروة التي تحصل عليها هذه الحكومات تنمو بنسبة تريليون دولار في السنة الواحدة.
وأكد الخبير الأميركي أن أسعار الطاقة المرتفعة التي ظهرت بشكلٍ رئيسي نتيجة اندفاع المطالب الصينية والهندية على هذه الموارد، ستستمر في الارتفاع، الأمر الذي يعني أن حجم وأهمية هذه التمويلات سيستمران في النمو.
وأشار هاس إلى أن أسواق تبادل أوراق المال أخذت صعوداً ما أدى إلى انسحاب الشركات من الأسواق المالية الأميركية، لدرجة أنها بدأت بإطلاق عروضٍ أولية عامة، موضحاً أن لندن باتت تنافس نيويورك في أن تكون مركز العالم المالي، علماً أنها فاقت المدينة الأميركية بعدد العروض الأولية العامة التي تستضيفها.
كما أشار هاس إلى انخفاض قوة الدولار أمام اليورو والجنيه الإسترليني، مرجحاً أن تنخفض قيمته نسبةً إلى العملات الآسيوية وخاصةً أن أغلبية التبادلات العالمية الأجنبية بدأت تظهر بعملاتٍ غير الدولار، الأمر الذي قد يحدث نقلة لسيطرة اليورو على النفط، أو يسمح بسيطرة مجموعة من العملات على هذا القطاع الحيوي الهام، ما يترك الاقتصاد الأميركي عرضةً للتضخم وللأزمات المالية.
وأكد هاس أن الأسبقية الأميركية تشهد في الوقت الراهن تحدياً في مجالاتٍ أخرى، من ضمنها التأثير العسكري والدبلوماسية، إذ إن مقاييس الإنفاق العسكري ليست نفسها الخاصة بمقاييس القدرة العسكرية، لافتاً إلى أن أحداث الحادي عشر من أيلول أظهرت أن استثماراً صغيراً للإرهابيين يستطيع تقديم مستوياتٍ استثنائية من الأضرار الإنسانية والطبيعية. وأوضح هاس أن العديد من القطع العسكرية الأكثر غلاءً لا يقدم فائدة كبيرة في الصراعات الحديثة التي تستبدل فيها ساحات المعارك التقليدية بالمناطق المدنية المتنازع عليها، مؤكداً أن الأعداد الكبيرة للجنود المسلحين بأسلحة خفيفة يمكن أن تثبت حضورها في ظل وجود أعداد قليلة من الجنود الأميركيين المدربين والمدعمين بأسلحة أفضل.
وأكد هاس أن الدعوات التي تطالب من خلالها الولايات المتحدة الدول الأخرى بالإصلاح باتت تلقى آذاناً صماء، موضحاً أن برامج المساعدات الأميركية أصبحت تقدم نتائج أقل، في الوقت الذي ستكون فيه العقوبات الأميركية أقل قدرةً على التأثير والإنجاز.
وفي هذا الصدد، أشار هاس إلى أن قدرة الولايات المتحدة في الضغط على طهران حصلت على دعمٍ من الدول الأوروبية الغربية، لكنها ضعفت بتردد الصين وروسيا، لافتاً إلى أن قدرة التأثير الأميركية ضعفت بتخفيض بكين وموسكو الجهود الدولية الرامية للضغط على حكومة السودان بهدف إنهاء الحرب في دارفور، علماً أن باكستان أظهرت بشكلٍ متكرر قدرةً على مقاومة التوسلات الأميركية، الأمر الذي قامت به إيران وكوريا الشمالية وفنزويلا وزمبابوي أيضاً.
وأظهر هاس أن ضعف التأثير الأميركي انتقل إلى عالم المعلومات، إذ بدأت المدونات ومواقع الإنترنت غير الأميركية بمنافسة الأخبار والتعليقات التي تنتجها واشنطن، في حين أن انتشار المعلومات يعد سبباً في الوصول إلى النظام اللاقطبي، إضافة إلى كونه سبباً في انتشار الأسلحة.

وداعاً للنظام القطبي الواحد
أكد هاس أن النظام القطبي الأحادية انتهى، مشيراً إلى أن الهيمنة الأميركية، التي استمرت لما يتراوح بين 15 و20 سنة، تشكل مجرد لحظة في التاريخ وخاصةً أن سياساتها حفزت مناهضيها لمواجهتها، الأمر الذي دفع لتشكيل نظامٍ لا قطبي.
وعلى الرغم من انتشار معاداة الولايات المتحدة على المستوى العالمي، إلا أنه لا تتواجد قوة عظمى منافسة لواشنطن، حسب هاس، الأمر الذي رده إلى عدم التكافؤ بشكلٍ كبير بين قوة الولايات المتحدة وقوة المنافسين المحتملين.
ورغم أن الصين قد تصبح قادرة على امتلاك ناتجٍ إجمالي محلي يمكن مقارنته بنظيره الأميركي، إلا أن قسماً كبيراً من هذه الثروة سيتم امتصاصه بتزويد احتياجات عدد السكان الهائل في هذه الدولة، كما أكد هاس، الأمر الذي لن يسمح لها بتوفير الأموال لتمويل التطوير العسكري أو مشاريعها الخارجية، مشيراً إلى صعوبة حفاظ الصين على الاستقرار السياسي خلال فترةٍ من النمو الديناميكي.
وعلى الرغم من أن الناتج الإجمالي المحلي للاتحاد الأوروبي أكبر من نظيره الأميركي، إلا أن الاتحاد الأوروبي لا يتصرف بالطريقة الموحدة التي تلجأ إليها الدولة القومية، حسب هاس، مؤكداً أنه غير قادر على التصرف بالطريقة الحازمة للقوى العظمى التاريخية.
وأوضح هاس أن اليابان تعاني من تقلص عدد سكانها وزيادة معدل أعمارهم، إضافة إلى أنها تفتقد الثقافة السياسية الضرورية لتلعب دور القوة العظمى، مؤكداً أن روسيا ما تزال تمتلك اقتصاداً يعتمد بشكلٍ كبير على المحاصيل التي يتم دفعها فوراً، إضافة إلى كونها مرهقة بالتعداد السكاني الهابط والتحديات الداخلية الخاصة بترابطها.
ورد هاس عدم ظهور المنافسين للولايات المتحدة لاعتماد القوى العظمى الأخرى على النظام الدولي الراهن للحصول على المنفعة الاقتصادية والاستقرار السياسي، الأمر الذي قلل من هذه القوى في عرقلة نظامٍ يخدم مصالحها الوطنية.
وعلى الرغم من عدم ظهور دول منافسة على مراتب الدول العظمى، إلا أن النظام القطبي الواحد انتهى، وفقاً لما ذكره هاس، الأمر الذي رده إلى الضرورة التاريخية لاستمرار صعود قوى جديدة من الشركات، والمنظمات قادرة على ممارسة التأثير على المستوى العالمي والإقليمي، مشدداً على أن السياسة الأميركية عجلت الوصول إلى النظام اللاقطبي، نتيجة سياسات الطاقة التي تتبعها وخاصة أن الاستهلاك الأميركي للنفط زاد منذ السبعينيات بنسبةٍ تصل إلى قرابة 20 %، علماً أن واردات واشنطن من المنتجات النفطية زادت عن الضعف، الأمر الذي ساهم في صعود سعر النفط العالمي إلى قرابة 140 دولاراً في أقل من عقدٍ من الزمن، وسمح بصعود الدول المنتجة للنفط والغاز كمراكز رئيسية للسلطة.
وأوضح هاس أن السياسة الاقتصادية الأميركية لعبت دوراً في هذا الأمر أيضاً، مع خوضها للحروب في أفغانستان والعراق، الأمر الذي أدى إلى تراجع موقف الولايات المتحدة المالي من فائضٍ وصل إلى 100 بليون دولار عام 2001 إلى عجزٍ تم تخمينه بحوالي 250 بليون دولار في العام الماضي.
ولقد ساهمت الحرب على العراق في إضعاف مركز الولايات المتحدة على المستوى العالمي، كما أكد هاس، حيث أثبتت هذه الحرب أنها كانت خياراً باهظ الثمن على الصعيد العسكري والاقتصادي والدبلوماسي والإنساني وخاصةً أن الأمر لا يتعلق فحسب بحاجة الجيش الأميركي إلى جيلٍ جديد ليتعافى من الحرب الجارية في العراق، بل إنه يرتبط أيضاً بفقدان الولايات المتحدة الأميركية الأصول العسكرية الكافية للاستمرار بما تقوم به في العراق، مع افتراض وجود ضغوط أقل في كافة الجبهات.
وفي النهاية، فإن العالم اللاقطبي ليس ببساطة نتيجة صعود دولٍ ومنظماتٍ أخرى أو نتيجة حالات الفشل وحماقة السياسة الأميركية فحسب، فهو أيضاً نتيجةٌ حتمية للعولمة، طبقاً لما ذكره هاس، إذ عززت العولمة مكانة النظام اللاقطبي نتيجة التدفقات الحدودية الكثيرة التي تحدث خارج سيطرة الحكومات ودون معرفتها، الأمر الذي أضعف من تأثير القوى الرئيسية على المستوى العالمي. كما أن هذه التدفقات غالباً ما تعمل على تقوية قدرات الجهات والعوامل غير الحكومية التي تشهد زيادة دراماتيكية في امتلاك الثروة والانتقالات من المستوردين، والإرهابيين الذين يستخدمون الإنترنت للتجنيد والتدريب، والنظام المصرفي الدولي لنقل الموارد، إضافة إلى نظام النقل العالمي لتحريك الأشخاص والدول "المارقة" التي تستطيع استغلال الأسواق السوداء والرمادية، إضافة إلى زيادة قوة 500 شركة عالمية، وبذلك بات من الواضح أن مفهوم الدولة الأقوى لم يعد يعني بعد الآن الاحتكار القريب للسلطة، إذ أصبح تجميع وإظهار الأفراد والمجموعات للسلطة الكبيرة، أسهل من أي وقتٍ مضى.

فوضى لا قطبية
لا شك أن العالم اللاقطبي ستكون له تداعياتٍ سلبية متزايدة على الولايات المتحدة، حسبما قال هاس وخاصةً أن هذا النظام سيصعب على واشنطن قيادتها للتحديات الإقليمية والدولية التي تسعى أثناءها لترويج استجاباتٍ جمعية، مع وجود قوى جديدة تحاول تأكيد تأثيرها على الساحة الدولية.
وأكد هاس أن اللاقطبية ستزيد عدد التهديدات ونقاط الضعف التي تواجهها دولة مثل الولايات المتحدة، وقد تأخذ هذه التهديدات شكل الدول المارقة، أو المجموعات الإرهابية، أو منتجي الطاقة الذين قرروا أن يخفضوا إنتاجهم، أو المصارف المركزية التي يمكن أن يؤدي عملها أو تباطؤها إلى حالاتٍ تؤثر على دور وقوة الدولار الأميركي.
وتعد إيران مثالاً جيداً على هذا الأمر، طبقاً لما ذكره هاس، إذ تعد جهودها الرامية لتكون قوة نووية نتيجةً لانعدام القطبية وخاصةً أن طهران تشكل تركيزاً أكبر للقوة، بفضل ارتفاع أسعار النفط أكثر من أي شيءٍ آخر، ما جعلها قادرة على ممارسة التأثير في العراق ولبنان وسورية والمناطق الفلسطينية، إضافة إلى التأثير في منظمة أوبك، كما أن طهران لديها العديد من مصادر التكنولوجيا والجوانب المالية، إضافة إلى عددٍ كبير من الأسواق التي تحتاج إلى صادراتها من الطاقة، الأمر الذي جعل الولايات المتحدة غير قادرة على إدارة الملف الإيراني.
ويرى هاس أن الولايات المتحدة تستطيع، بل ويجب عليها، أن تتخذ بعض الخطوات لتقليل فرص أن يصبح النظام اللاقطبي مرجلاً لعدم الاستقرار، داعياً واشنطن إلى ترتيب بيتها الداخلي.
وأكد هاس أن التعامل مع قطاع الطاقة يعد أحد أهم القضايا التي يجب على واشنطن التعامل معها، لافتاً إلى أن تخفيض الاستهلاك يدفع باتجاه تقليل الضغط على الأسعار العالمية، الأمر الذي من شأنه تخفيض الضعف الأميركي أمام تلاعب السوق الذي تقوم به الدول المزودة للنفط وخاصةً أن هذه السياسات لا تؤثر في الاقتصاد الأميركي، حسبما زعم هاس.
وشدد هاس على ضرورة تقوية الأمن الداخلي الأميركي وخاصة أن الإرهاب لا يمكن استئصاله، مع وجود أشخاص غير قادرين على الاندماج في المجتمعات ويسعون إلى تنفيذ أهداف لا يمكن إدراكها عبر السياسات التقليدية.
وطالب هاس بجعل المجتمع الأميركي أكثر مرونة في التعامل مع الأمن الداخلي، الأمر الذي يتطلب تمويلاً وتدريباً ملائماً للمستجيبين إلى حالات الطوارئ، إضافة إلى بنية تحتية أكثر مرونة وديمومة، داعياً إلى السعي نحو مقاومة الانتشار المتزايد للأسلحة النووية والمواد النووية الخطيرة، الأمر الذي يتطلب تقديم يورانيوم مخصب يمكن إدارته على المستوى الدولي، أو بما يسمح للمجتمع الدولي بتقديم المساعدة للدول الراغبة في استخدام الطاقة النووية لإنتاج الكهرباء عوضاً عن القنابل.
وأوضح هاس أن الاعتماد على الضربات الرادعة في حق الدول التي تسعى لامتلاك السلاح النووي من شأنه جعل العالم اللاقطبي أقل استقراراً، مرجحاً أن تشجع الحكومات على تطوير أو شراء الأسلحة النووية لتكون سلاحاً رادعاً في يدها، إضافة إلى أنها قد تؤدي إلى إضعاف معيار استخدام القوة لأغراضٍ أكثر من الدفاع عن النفس.
وشدد هاس على ضرورة مقاتلة الارهاب، حيث استعرض العديد من الطرق الرامية لإضعاف المنظمات الإرهابية من ضمنها استخدام الاستخبارات ومصادر تدعيم القانون والإمكانيات العسكرية، مشدداً على أن تقوم جهات المجتمع المدني بإزالة الغطاء الشرعي على الإرهاب، إضافة إلى ضرورة إيجاد الحكومات طرقاً جديدة لدمج الشباب المعزولين في مجتمعاتهم، الأمر الذي لا يمكن أن يحدث في غياب الفرصة الاقتصادية والسياسية.
ويرى هاس أن التجارة قد تشكل أداةً فاعلة للاندماج، فهي تعطي الدول حصةً في تجنب النزاع، لأن انعدام الاستقرار يفسد الاتفاقيات التجارية ذات الفائدة التي تقدم ثروة أكبر وتقوي مؤسسات النظام السياسي المحلي، مشدداً على أن التجارة تسهل التطوير، إضافة إلى أنها تخفض فرصة إخفاق الدول والحالة الانعزالية لدى الأفراد.
واقترح هاس توسيع مجال عمل منظمة التجارة العالمية عبر المفاوضات حول مستقبل الترتيبات العالمية التي تخفض الإعانات المالية والحواجز الجمركية وغير الجمركية، مرجحاً أن يتطلب الدعم السياسي المحلي لمثل هذه المفاوضات في الدول المتطورة توسع شبكات الأمان المتعددة، ومن ضمنها شبكات الرعاية الصحية المتنقلة ومعاشات التقاعد، إضافة إلى المساعدة على التعليم والتدريب وتأمين الأجر.
وعلى الرغم من ارتفاع تكلفة هذه الإصلاحات في السياسة الاجتماعية، إلا أنها تستحق مع ذلك القيمة الاقتصادية والسياسية الإجمالية لتوسيع نظام التجارة العالمي، حسب ما أكد هاس.
وشدد هاس على تأمين مستوى مشابه من التدفق المستمر للاستثمار، حيث يجب تركيز الهدف على تشكيل منظمة استثمار عالمية تشجع تدفقات رأس المال عبر الحدود، إضافة إلى تقليل الفرص التي تحصل عليها عمليات «حماية الاستثمار» في طريق النشاطات التي تقدم فائدة اقتصادية، مثل التجارة، وتبني حصون سياسية في وجه عدم الاستقرار.
كما رأى أن منظمة التجارة الدولية تستطيع تشجيع الشفافية من ناحية المستثمرين وتقرر متى يكون الأمن الوطني سبباً شرعياً لمنع أو الحد من الاستثمارات الأجنبية، إضافة إلى تأسيس آلية لحل النزاعات.
ولفت هاس إلى حاجة الولايات المتحدة لتعزيز قدرتها في منع إخفاق الدولة والتعامل مع تبعاته، الأمر الذي يتطلب بناء وصيانة جيشٍ أكبر، جيش بقدرةٍ أكبر على التعامل مع نوع التهديدات التي واجهته في أفغانستان والعراق، إضافة إلى تأسيس نظيرٍ مدني للاحتياطيات العسكرية التي يمكن أن تزود مجموعة من الأشخاص الموهوبين بهدف المساعدة في مهام بناء الأمة الأساسية، مشدداً على أهمية الاستمرار في تقديم المساعدات الاقتصادية والعسكرية للدول الضعيفة بهدف التعامل مع مسؤولياتها تجاه مواطنيها وجيرانها.

القوة العظمى غير الوحيدة تماماً
أكد هاس أن التعددية ستكون أساسية في التعامل مع عالمٍ لا قطبي، الأمر الذي يتطلب فسح المجال للاعبين آخرين في الساحة الدولية، مشدداً على ضرورة إعادة تشكيل مجلس الأمن ومجموعة الدول الصناعية الثماني لعكس عالم اليوم وليس حقبة ما بعد الحرب العالمية الثانية. ورأى هاس أن الاجتماع الذي عقد مؤخراً في الأمم المتحدة حول كيفية التنسيق الأمثل للاستجابات العالمية على تحديات الصحة العامة يعد مثالاً على ذلك، حيث شارك في الاجتماع ممثلون عن الحكومات ووكالات الأمم المتحدة والمنظمات غير الحكومية، إضافة إلى ممثلين عن شركاتٍ دوائية ومؤسساتٍ ومجالس الخبراء والجامعات، الأمر الذي ينطبق أيضاً على اجتماع بالي الذي عقد في كانون الأول من العام الماضي لتناول تغير المناخ.
كما شدد على ضرورة أن تكون التعددية أقل رسمية وشمولية، على الأقل في المراحل الأولية، متنبئاً بتصاعد الحاجة لوجود الشبكات والمنظمات.
وأكد هاس أنه ينبغي على واشنطن الأخذ بعين الاعتبار توقيع اتفاقياتٍ مع أطراف أقل وأن تسعى لتحقيق أهدافٍ أضيق، معتبراً التجارة مثالاً على هذا الأمر وخاصةً أن الاتفاقات الإقليمية والثنائية تملأ الفراغ الذي يخلقه إخفاق تضمين دورة تجارةٍ عالمية، إذا ما أخذنا بعين الاعتبار أن التعددية حسب الطلب أصبحت تشكل نظام وقانون اليوم.
ورأى هاس أن اللاقطبية تعقد الدبلوماسية، فالعالم اللاقطبي قد لا يحتوي على لاعبين أكثر فحسب، إذ قد يفتقر أيضاً إلى التراكيب والهياكل والعلاقات الثابتة الأكثر توقعاً، والتي تميل لتحديد عوالم القطبية الأحادية والقطبية الثنائية، والقطبية المتعددة، معتبراً أن التحالفات ستخسر الكثير من أهميتها وخاصة أنها تتطلب تهديداتٍ متوقعة، إضافة إلى وجهات نظرٍ والتزاماتٍ واضحة.
كما توقع هاس أن تصبح العلاقات أكثر انتقائية وموقعية، حيث سيصبح من الصعوبة بمكان تصنيف الدول الأخرى في منزلة واحدة وخاصةً أن الدول ستتعاون حول بعض القضايا وستقاوم بعضها بعضاً في قضايا أخرى، مؤكداً أن النظام اللاقطبي سيقيم وزناً كبيراً للاستشارات المتعلقة ببناء التحالف وللدبلوماسية التي تشجع التعاون عندما يكون ممكناً، الأمر الذي من شأنه حماية التعاون من السقوط في الخلافات الحتمية.
وفي النهاية، أكد هاس أن الولايات المتحدة لن يكون لديها ترف اتباع سياسة «إما أن تكونوا معنا أو ضدنا» على مستوى السياسة الخارجية وخاصةً أن اللاقطبية ستكون صعبة وخطيرة عليها، مشدداً على أن تشجيع درجة أكبر من الاندماج العالمي سيساعد على الترويج للاستقرار، الأمر الذي ينطبق على تأسيس مجموعة رئيسية من الحكومات وغيرها من الجهات الأخرى الملتزمة بالتعاون التعددي.
ورأى هاس أن «اللاقطبية المقررة» التي اقترحها قد لا تلغي اللاقطبية، لكنها ستساعد على إدارتها وعلى زيادة الاحتمالات في أن النظام العالمي لن يتدهور أو يتحلل.

Il est temps de s'intéresser vraiment aux Libanais

Voici plus d'un mois qu'est intervenu l'accord de Doha destiné à obtenir un retour à la normale au Liban. Pourtant, le sentiment d'inquiétude et d'angoisse continue de dominer la population libanaise, en dépit des signes apparents de détente régionale. Le Liban n'est pas seulement prisonnier de facteurs externes qui abusent de son système communautaire. Il est aussi victime d'une partie non négligeable de sa classe politique, qui a fait encore une fois la démonstration de son incapacité à se gérer elle-même.


Ce n'est certes pas la première fois que la situation libanaise est gérée de l'extérieur de façon contradictoire (1840, 1845, 1860, 1958) et que les Libanais doivent attendre de ces acteurs extérieurs qu'ils trouvent un accommodement entre eux. Toutefois, depuis 1975, cette gestion externe est permanente et de nombreuses factions libanaises se sont habituées à ne plus penser par elles-mêmes le destin de leur pays. Cette situation résulte des conditions de la naissance de l'entité libanaise en 1840, comme espace tampon entre ambitions contradictoires de puissances régionales ou ambitions internationales rivales sur la région. Elle est due au fait que la montagne libanaise occupe une position stratégique en Méditerranée de l'Est, car elle est la porte de la Syrie et de la Palestine.

Aussi, un des problèmes majeurs que soulève aujourd'hui la consolidation de la stabilité interne du Liban est la prédominance des analyses qui ne privilégient que les facteurs externes comme élément de solution aux crises qui secouent périodiquement le pays. Les sentiments réels des Libanais, les mille nuances de l'éventail de leurs sensibilités politiques qui ne sont pas toujours communautaires, n'intéressent ni les responsables locaux ni les décideurs régionaux et internationaux. C'est ce qui amène toujours à commettre de graves erreurs qui prolongent les crises.

Sur ce plan, la philosophie politique libanaise canonique produit depuis un demi-siècle la même image d'Epinal d'un pays modèle de la diversité religieuse, de la pluralité des cultures et du dialogue islamo-chrétien ou des civilisations. Cette rhétorique ne correspond en rien aux dures réalités régionales et internationales qui affectent le destin du Liban. Au-delà de ce discours anesthésiant, n'est-il donc pas temps de prendre acte qu'une large partie de la classe politique libanaise semble incapable de trouver un mode efficace de gestion du pays dans un environnement régional aussi trouble ; que le pays s'étiole ; qu'il est mis en coupe réglée économique depuis des années ; que la crise sociale y sévit depuis plus de dix ans ?

Pourtant, le Liban est sorti de la longue guerre de 1975-1990 avec une dette publique modeste (moins de 2 milliards de dollars, soit à peine 40 % de son PIB). L'ensemble des travaux de reconstruction réalisés par l'Etat entre 1993 et 2005 n'a pas dépassé 5 ou 6 milliards de dollars, auxquels on peut ajouter environ 1,4 milliard dépensé pour indemniser les réfugiés ayant perdu leur habitation ou les propriétaires d'appartements saisis par les milices libanaises au profit de ces réfugiés.

Face à ces dépenses modestes de reconstruction, la dette libanaise a été multipliée par vingt au cours de cette période pour atteindre plus de 40 milliards de dollars, soit 200 % du PIB. Plus consternant encore est le fait que dix-huit ans après la fin de la guerre de 1975-1990, les Libanais ne jouissent toujours pas d'une alimentation continue en eau potable et en électricité.

La gabegie et la corruption ont envahi tous les aspects de la vie publique, et la confusion entre l'intérêt public et l'intérêt privé est devenue totale. Une concentration spectaculaire de richesse aux mains de quelques-uns a renforcé la concentration du pouvoir politique et médiatique de certaines factions. Le chômage, l'émigration des cerveaux, la grande pauvreté, en particulier au nord du pays et dans sa capitale, Tripoli, mais aussi dans d'autres régions rurales, sont les résultats d'une politique économique dangereuse, aléatoire dans ses hypothèses de base et aberrante dans son mode de gestion.

Les organismes internationaux et régionaux de financement, mais aussi les grands pays européens et les Etats-Unis, étaient au courant de cette dégradation constante de la situation socio-économique du pays. En dépit de cela, l'équipe politique en charge du pays depuis la fin de 1992 (sauf vingt-deux mois en 1999-2000 et six mois en 2004-2005) a joui d'un soutien sans limite de tous les pays occidentaux, mais aussi de la Syrie jusqu'en 2004, puissance hégémonique sur le Liban durant toute cette période. C'est cette même équipe qui conserve la haute main sur la politique économique à travers le gouvernement de Fouad Signora.

Or c'est un changement d'orientation de cette politique qui est requis d'urgence pour exploiter les possibilités économiques du Liban : de l'eau qui se perd dans la mer et qui est de plus en plus polluée, des sols fertiles à l'abandon, des capacités humaines de haut niveau et dynamiques qui s'expatrient faute d'opportunités locales d'emploi. Sans ce changement, la crise sociale deviendra toujours plus aiguë et la polarisation politique plus forte entre les Libanais. Il est donc un indispensable préalable à la détente et à une stabilité durables.

Sur le plan politique, plutôt que de tenter d'enlever à tout prix ses armes au Hezbollah, n'est-il pas plus sage de chiffrer d'abord les besoins de financement d'un système de défense différent, permettant à une armée régulière de tenir tête à Israël en cas de nouvelles attaques ou velléités d'occupation du sud du pays, comme en 2006, mais aussi de mieux garantir de nouveaux rapports égalitaires avec la Syrie ? Ne faut-il pas s'assurer que les puissances occidentales permettront à l'armée libanaise le niveau d'équipement requis ou même la détention des roquettes du Hezbollah et qu'ils financeront la future armée ?

N'est-il pas temps aussi d'admettre qu'une trop grande partie de la population libanaise est toujours, depuis des années, marginalisée dans la gestion de son pays et qu'une concentration du pouvoir, comme c'est le cas depuis 1992, aux mains d'une seule faction est la recette de la catastrophe au Liban ? La révolution du Cèdre en 2005 n'a pas changé la situation et n'y a amené que des changements cosmétiques.

L'histoire du Liban depuis 1840 nous apprend, hélas !, que toutes les crises et les massacres connus par ce pays au destin tragique ont été le fait de l'ambition démesurée d'une faction locale cherchant à s'approprier le pays en tentant de profiter des ambitions des puissances régionales et internationales sur le Levant. C'est un jeu de dupes !

Mais qui s'intéresse vraiment aux Libanais ? À ceux, parmi eux, qui souffrent depuis 1975, sans interruption ? Ceux qui n'ont pas fait fortune et n'ont pas de palais, d'avions privés, de médias à leur solde ? Ceux qui n'ont pas pignon sur rue dans les grandes capitales occidentales ? Bref, tous ceux qui attendent encore que l'on juge les assassins de leurs parents ou de leurs enfants, parmi les 150 000 victimes et 18 000 disparus de la période 1975-1990 et à qui on s'obstine à dénier justice et réparation morale ?

Hezbollah expected to report Arad died in Lebanon over a decade ago

Israel is waiting for a report from Hezbollah regarding the Lebanese Shi'ite organization's efforts to locate missing Israel Air Force navigator Ron Arad, defense officials said on Friday.

The officials told Haaretz that the German mediator charged with overseeing the negotiations for a prisoner swap deal was given initial information regarding the content of the report, and has updated Israeli negotiator Ofer Dekel on the matter.

In the report, which is part of a broader prisoner exchange deal mediated by the United Nations, Hezbollah is expected to say that it did not manage to locate Arad, who was shot down near Sidon in 1986, but details its activities and concludes that the navigator died in Lebanon over a decade ago.

The report will be given to Ofer Dekel, the Israeli official charged with negotiating the release of IDF soldiers held by Hezbollah and Hamas, as part of the deal for the release of Ehud Goldwasser and Eldad Regev who were abducted in a cross-border raid by Hezbollah on July 12, 2006.

The prisoner exchange with Hezbollah will most likely take place in a week to 10 days, according to a security source. Hezbollah General Secretary Hassan Nasrallah stated in a speech in Beirut this week that the deal is expected to be completed on July 15.

Dekel, in Europe over the last two days, was expected on Thursday to sign the deal, entitled "Humanitarian Agreement," with Hezbollah. Under the deal, Goldwasser and Regev will be returned to Israel through the Rosh Hanikra border crossing, and in exchange Israel will release Samir Kuntar held for the 1979 murder of Israeli civilians in Nahariya, four Hezbollah fighters captured during the Second Lebanon War in 2006, and the remains of dozens of Lebanese burried in Israel.

Earlier this week, Prime Minister Ehud Olmert said that according to intelligence agencies estimates, the two soldiers are dead.

Dekel was due back in Israel early Friday. Even though the precise destination of his visit was not disclosed, Germany has been instrumental in mediating between Israel and Hezbollah.

In return for the report on Arad, Dekel handed the German negotiators a report focusing on the fate of four Iranian diplomats who disappeared in Lebanon in July 1982, which will be passed on to Hezbollah and probably also Iran.

The Hezbollah report was first examined by the German chief mediator, Gerhard Konrad, and Israeli security sources said that he is very well versed in the details of the case, and therefore it would not be difficult for him to determine whether Hezbollah met the demands set in the latest agreement.

Senior intelligence officials who have worked on the Arad case for years told Haaretz that they estimate that the Hezbollah report will not include any surprises for Israel.

The Hezbollah version has been compared with that of Mustafa Dirani, who Israel abducted in 1994. Dirani told Shin Bet investigators that Arad disappeared in the village of Nabi Sheit in southern Lebanon in May 1988, which was taken by other Shi'ite groups linked with Iran.

Hezbollah claims that Arad died soon after, but Israeli intelligence holds different versions to be true: Some contend that Arad died in the early 1990s, others during the mid 1990s and some maintain that there is no conclusive proof that he is dead.

The report on the Iranian diplomats that Israel passed on to Hezbollah states that they were murdered by Phalangists in Lebanon, when they were were arrested at a road block controlled by the Christian militia. The gunmen were members of a group commanded by Eli Hubeika, a senior Phalangist figure who was himself murdered six and a half years ago.

Just days before North Korea delivered to China last week its long-awaited declaration on its plutonium-based nuclear programs, Pyongyang privately acknowledged the United States' long-standing concerns about alleged uranium-enrichment activities and possible proliferation to Syria, U.S. and Asian officials said yesterday.

U.S. officials have made only cryptic references to Pyongyang's private message to Washington, in part because it represents a significant scaling back of the administration's goals and ambitions for North Korea's declaration.

Originally, the administration had promised that Pyongyang would come clean on its uranium-enrichment activities, not merely "acknowledge" U.S. concerns. The unusual move to separate vexing issues from the declaration was essential to help clear the way for North Korea to offer its declaration and for President Bush to begin removing some sanctions against North Korea.

The United States also agreed to pay North Korea $2.5 million -- down from $5 million originally demanded by Pyongyang -- for the televised destruction last week of the steel-reinforced concrete cooling tower attached to the Yongbyon nuclear facility, congressional sources said. Officially, North Korea must still provide an itemized bill for the work, said to be technically difficult to avoid having pieces of the cooling tower fall into a nearby nuclear waste pond.

When the State Department announced in October that an agreement had been reached on receiving North Korea's declaration, it issued a "fact sheet" stating that North Korea had "agreed to provide a complete and correct declaration of all its nuclear programs -- including clarification regarding the uranium issue -- by the end of the year."

But sources said that within the closely held 60-page declaration, in which North Korea states it possesses 37 kilograms of plutonium, there is no discussion of the uranium issue, except for a brief reference to the U.S.-North Korean side deal on acknowledgments. The declaration provides a list of nuclear-related sites, but none are clearly identified as weapons sites.

"The declaration does reference the discussions that the United States had with North Korea on uranium enrichment and proliferation, but it is not appropriate for me to discuss the details at this time," said White House spokesman Gordon Johndroe.

The gap between the administration's initial objectives and the final results has led to sharp criticism in some quarters in Washington. "What we really have is sort of a Potemkin village of U.S. policy in which there's a great deal of difference between these initial bold pledges and then subsequent reality often behind the scenes," Bruce Klingner, a Korea expert at the Heritage Foundation, said yesterday at a forum to assess the deal.

The chief U.S. negotiator, Assistant Secretary of State Christopher R. Hill, acknowledged yesterday that the North Korea deal is "a partially finished product."

"We have to keep working on issues that have still not been fully disclosed, although not denied by the North Koreans," he said yesterday at the Center for International and Strategic Studies in Washington. But he emphasized that despite the unanswered questions about a uranium-enrichment program, the administration has succeeded in shutting down a dangerous nuclear reactor.

"It was less than a year ago that they were still producing plutonium, and plutonium is what they tested as a nuclear weapon," Hill said. "And plutonium is really, first of all, what we needed to stop their production of, and secondly, what we need to eventually have them abandon."

Uranium enrichment is a different route to producing the fuel for a nuclear weapon, and officials say that questions have only increased in recent weeks about the extent of North Korea's experimentation with the process.

Before acknowledging U.S. concerns, North Korea had consistently denied having any kind of enrichment program. But U.S. officials said traces of highly enriched uranium were recently discovered on some of the 18,000 pages of documents provided by North Korea on its plutonium program, heightening concerns. Hill also said the administration will continue to seek answers to North Korea's involvement in the construction of a nuclear reactor in Syria -- said to be modeled on Yongbyon -- which Israel destroyed last September.

Hill said the administration will spend the next week deciding on the "verification mechanism" to assess North Korea's claims in the declaration. Pyongyang has indicated it will allow visits to facilities, interviews with North Korea specialists, technical sampling and access to documents, so a major test of the accord will be whether North Korea balks at any requests the United States makes.

Last week, Bush set in motion a 45-day process under which North Korea will be removed from the list of state sponsors of terrorism. U.S. officials have suggested the process could be stopped if North Korea proves uncooperative, but few expect that verification of North Korea's declaration will be completed before the 45-day period ends in mid-August.

Everyone gains if Syria returns to the centre of the Arab world

For decades, Syria has portrayed itself as the "beating heart of Arab nationalism" - the torchbearer of resistance and defiance to the West. That stance has often put Damascus at odds with other Arab regimes, especially those allied with the United States. But Syria managed to keep a central role in Arab politics.

After the US invasion of Iraq in 2003, the Bush administration turned its attention to Syria as another candidate for "regime change". The Syrian regime meddled in Iraq, nurtured Palestinian militants opposed to peace with Israel and dominated its smaller neighbour, Lebanon. For a country that is not rich in oil and has little economic clout, Syria derived its power from its strategic position in the Middle East. As the US sought to isolate Damascus, some Arab powers - especially Saudi Arabia - became hostile to the Syrian president, Bashar Assad, and his growing reliance on Iran. Syria was excluded from the Arab "fold".

But the balance of power in the region has shifted in recent months, and Arab governments are once again wooing Syria. Qatar and Egypt, in particular, want to end Syria's isolation and are working to improve Saudi-Syrian relations. Assad enhanced his position in the region by strongly backing Hizbollah in the Lebanese conflict and by agreeing to indirect talks with Israel through Turkish mediators.

Syria has played the role of a regional spoiler since 1970, when Hafez Assad rose to power in a military coup. He perfected the art of shifting alliances, stirring up trouble in neighbouring countries, and keeping his enemies mired in costly battles. When Assad died in June 2000, he was succeeded by his son, Bashar, a soft-spoken, British-educated ophthalmologist who had little experience in the hard-knuckled politics of the Middle East. While many dismissed the younger Assad as incapable of balancing his regional cards as masterfully as his father, Bashar has grown into the role of strongman over the past seven years.

After Saddam Hussein's removal, the Bush administration accused Syria of sheltering Iraqi Baathist leaders and allowing Islamic militants to slip into Iraq to fight US forces. In 2004, president George W Bush imposed economic sanctions against Damascus and tried to isolate it. That policy accelerated after the assassination of the former Lebanese prime minister, Rafik Hariri, in February 2005, in which top Syrian officials have been implicated by a United Nations investigation.

In response to America's cold shoulder, Assad's regime became more dependent on Iran (a partnership began in the early 1980s under the elder Assad), which helped shore up the Syrian economy with construction investments and cheap oil. Damascus also enhanced its alliances with Hamas, Hizbollah and the renegade Iraqi Shiite cleric Muqtada al Sadr. Assad knows the US cannot find a way out of Iraq without his help, but just to be safe, he keeps his connections to Hamas, Hizbollah and Sadr as potential bargaining chips that can shape events in the Palestinian territories, Lebanon and Iraq.


Assad's main goal is to preserve his Alawite minority regime that rules a Sunni-dominated country (the Alawites are an offshoot of Shiite Islam). But the holy grail for Assad - as for his father before him - is to regain control of the Golan Heights, a strategic terrain Israel occupied during the 1967 Six Day war.

Turkish mediators announced on Monday that Israeli and Syrian officials had completed two days of indirect talks, with another round set for July. Unlike the weak Palestinian leader, Mahmoud Abbas, Assad can actually deliver on a peace deal with Israel. Syria has consistently said that full peace is possible, but only if every inch of the Golan is returned. In January 2000, the then US president Bill Clinton led marathon talks between Hafez Assad and Ehud Barak, the then Israeli prime minister. Those discussions collapsed over a sliver of land, about 100 metres wide, that would have given Syria access to the Sea of Galilee, a major source of water for Israel.

Even without a regional settlement, Israel has much to gain from a deal over the Golan. It would mean not only a peace treaty with Syria, but an end of Syrian aid to what is now Israel's most dangerous enemy: Hizbollah, the Shiite militia that did surprisingly well in its war with a far superior Israeli army in the summer of 2006.

In addition to supporting renewed talks over the Golan, Washington must send its ambassador (who was recalled after the Hariri assassination) back to Damascus and resume high-level contact with Syrian officials. The Bush administration should also abandon its calls for a new government in Damascus.

Regime change is wishful thinking. Thanks to the Iraq war, Assad is now stronger than ever. Sadly, for Syrians worried about the carnage in Iraq, the Baathist dictatorship offers security, even as it arrests democracy activists and stifles the few freedoms Syrians still have.

By restarting dialogue, the US and Syria can find some common ground. For example, Syria favours a strong central government in Baghdad, while Iran does not. The Syrians are worried about the leakage that would be caused by a weak central state in Iraq. (Already, Syria is dealing with an influx of about 1.5 million Iraqi refugees, who are causing tremendous economic, social and security pressures.) That is one major area where Syrian and Iranian interests diverge - and the US and its Arab allies can take advantage of it.

The Syrian-Iranian alliance has endured for more than 25 years; it cannot be undone quickly. But the US and Arab regimes can begin to woo Syria away.

Washington's attempt to isolate and undermine the Assad regime has largely failed, concludes a new Council Special Report. The Bush administration's policy of "new economic sanctions, a diplomatic boycott, and increasing contacts with the Syrian opposition," has not compelled Damascus to "change course and comply with Washington’s…demands."

Instead, the authors, Mona Yacoubian and Scott Lasensky of the U.S. Institute of Peace, advocate working with Syria where U.S. and Syrian interests may overlap. They argue that "the benefits of engagement with Syria are derivative of broader U.S. goals in the region:" seeking stability in Iraq and Lebanon, promoting peace and stability between Israel and its Arab neighbors, and heading off Iranian influence. They explain that "engagement with the Syrians would rely on a variety of diplomatic tools…balancing rewards for sustained cooperation with severe consequences for continued Syrianintransigence."

The report, Dealing with Damascus: Seeking a Greater Return on U.S.-Syria Relations,outlines the potential gains from engagement on these core issues:

Iraq: “The Syrians could agree to implement sustained measures to stave the flow of arms and insurgents, including tighter border controls and visa restrictions at the Damascus airport, in exchange for a significant infusion of U.S. aid to help provide for Iraqi refugees in Syria.”

Lebanon: “In the short term, the United States…should work with the Syrians and others to ensure the success of Lebanon’s Qatar-brokered political compromise between the governing March 14th coalition and the Hezbollah-led opposition….While the longer-term implications of the agreement are still unclear, Syria’s willingness to work with the United States and its European allies to make sure that Lebanon does not fall back into crippling instability would serve as an important gauge of Syria’s intentions.”

Arab-Israeli process: “[Washington] should also support and seek a direct role in renewed Syria-Israel peace negotiations, both as a confidence-building measure to signal Damascus about Washington’s seriousness regarding engagement, as well as to tee up the next set of issues for discussion.”

Iran: “Syria’s national interests do not coincide completely with those of Iran. First, Syria’s ties to Iran put it at odds with its Arab allies, thus damaging its Arab nationalist credentials. Second, unlike Iran, Syria seeks to engage Israel…. Third, even in Iraq, Syria’s interests may diverge from Iran’s over the long run when an eventual U.S. withdrawal could turn Iraq into an arena of competition rather than cooperation between Syria and Iran. U.S. engagement with Syria on a variety of issues may leverage Syria’s divergent interests with Iran toward a greater convergence of interests with the United States....Furthermore, these benefits would most likely come following successful engagement with the Syrians on other issues (e.g., Iraq, Israel). In particular, movement toward a peaceful resolution of the Syria-Israel conflict would likely result in a distancing between Syria and its Iranian ally, by removing a key item from their shared anti-Western agenda—conflict with Israel.”

The report concludes that the United States faces two crucial choices regarding its policy toward Syria: “continued isolation or serious engagement.” Ultimately, the authors argue that conditional engagement is likely to further U.S. interests in the region.

انعطافة ايجابية: الحكومة اللبنانية في ساعات؟!

اثمرت زيارة رئيس كتلة "المستقبل" النائب سعد الحريري للقصر الجهوري ليل امس الثلاثاء، اعادة التواصل بين السرايا الحكومية والرابية في انتظار اتصال مباشر بين قريطم والرابية، وكذلك في اتجاه قوى بارزة في المعارضة، في ظل معطيات اقليمية ودولية تصب في خانة التشجيع على تأليف الحكومة سريعا.
وزار المسؤول عن الاتصالات السياسية في "التيار الوطني الحر" جبران باسيل السرايا الحكومية بعد ظهر اليوم، في اشارة الى اعادة الحرارة على خط التواصل بين الرئيس المكلف تشكيل الحكومة فؤاد السنيورة ورئيس تكتل "الاصلاح والتغيير" النائب العماد ميشال عون.
وذكرت مصادر نيابية في التكتل أن اجتماع السنيورة بباسيل كان ايجابيًّا جدًّا، كاشفة عن احتمال ولادة الحكومة في الساعات الاربع والعشرين المقبلة.
واشارت الى أن السنيورة عرض على باسيل وزارات الطاقة والنفط، والأشغال العامّة، والاقتصاد، والزراعة، إضافة الى منصب نائب رئيس مجلس الوزراء.
وعلق قيادي كبير في الموالاة، لافتا الى ان "العرض سخي في حال صح هذا الكلام"، خصوصا ان "جمع وزارتي الاشغال والاقتصاد يجعل سلة العماد عون "ثرية ومليئة".
